Every factual article should make it possible to find the record behind its central claims. These organizations form the publication’s starting reference set, not an exhaustive list.

Selection rules
- Link to the specific page or document, not only an organization’s homepage.
- Prefer the most recent version when guidance has been revised.
- Do not convert complaint totals into population risk without appropriate denominators.
- Do not treat a forum post as proof of a named incident; use it to identify reader questions or possible patterns for further research.
- Archive or replace broken references when a source moves.
